Project Management Consulting is what happens before the project starts. This could involve determining what sort of project is needed, what are the parameters, the cost, the timeline etc. RFI (Request for information) is an important part of this process and in order to make informed decisions it's necessary to have similar meetings, demo's and conversations where all the same questions are asked and answered in order to make an intelligent decision.
Often there are factors that could be overlooked, such as data migration from an older solution and timeframes or cost of that migration. Then there are factors such as monthly per seat subscriptions that can add to the cost of the overall project. It makes sense for an experienced Project Manager to help with this process.
